Blizzard has done something strange in their their recent changes to the Resistance is Futile talent. The ability now works as it should with both Hunter’s Mark and Marked for Death but, the thing is, it also does more. The ability procs off of applications of Hunter’s Mark and Marked for Death, even on stationary targets. This means that, among other things, you can get a proc from spamming Arcane Shot onto a target dummy (without Hunter’s Mark up, of course). The procs appear to have no internal cooldown and can occur before KC has even come off cooldown; the general frequency of procs from MfD applications on stationary targets appears to be somewhat sparse, though.
For field testing, I chose npcs in the Vortex Pinnacle that stand absolutely still regardless of agro: Howling Gales and Grand Vizier Ertan. I was able to obtain RiF procs on both, but the procs were so infrequent in an Arcane Shot rotation that I do not conclude that the change to RiF is a substantial boost to DPS on stationary targets. On Ertan, for example, I only achieved one proc over the course of the fight. The lack of an internal cooldown allows for the potential of getting five back-to-back procs in a row (which I have seen happen), but the chances for this appear to be miniscule overall.
Note that the MfD applications from an AS rotation will not have any chance of a proc if Hunter’s Mark is up on the target. Also note that targets that move increase RiF’s value, making it a somewhat interesting choice for working on some of the DS bosses, such as the Spine of Deathwing where the targets move a lot.
